The recipe is sold in limited quantity by the following NPCs:

• Nina Lightbrew in Nethergarde Keep in Blasted Lands for the Alliance
• Rartar in Stonard in Swamp of Sorrows for the Horde

Patch changes

Patch 3.3.0 (08-Dec-2009): Elixirs of Demonslaying now last 1 hour (old: 5 minutes), but the attack power bonus has been reduced to 105 (old: 265). 
Patch 2.4.2 (2008-05-13): This elixir now grants ranged attack power against demons as intended.
