Elrodan is a blood elf located in Silvermoon City's Sunfury Spire, in the same room as the mage trainers. A mage named Aurosalia is being repeatedly polymorphed by him, into various different forms. Although she is not happy about this and is apparently a mage herself judging by her attire and her mana bar, she never casts any spells on him to make him stop.
