Emissary Brighthoof is the leader at the Westwind Refugee Camp. The player is told to go to her during The Fall of Taunka'le Village quest chain. She asks the player to retrieve 10 Horde Armaments so the Taunka Refugees can be offically inducted into the Horde. After which, she gives the player a Blood Oath of the Horde to induct the taunkas.
