Permanently enchant a cloak to give 12 dodge rating. This equates to 0.634% dodge at level 70.
Comparisons:
- 12 agility gives a level 70 Warrior 0.40% dodge/0.36% crit, Paladin 0.48% dodge/0.48% crit, and Druid 0.816% dodge/0.48% crit (plus 12 AP in cat form).
- 12 defense rating gives a Warrior or Paladin 0.61% avoidance, 0.20% less chance to be crit and 0.20% block. A Druid gains 0.41% avoidance and 0.20% less chance to be crit.

In Patch 2.2 this formula became available from the Lower City Quartermaster, using level 70 reagents. It requires exalted reputation.
