[Formula: Enchant Cloak - Stealth] is dropped by bosses in the Ruins of Ahn'Qiraj.
In Patch 2.2 this formula became available from the Cenarion Expedition Quartermaster, using level 70 reagents.
Notes
It increases your stealth level by 5, which is 1 character level worth of stealth.
