[Formula: Enchant Cloak - Subtlety] was dropped by Emperor Vek'lor in the Temple of Ahn'Qiraj in Silithus. This instance is generally not run anymore since the release of TBC, and as a result, the enchant became much harder to find.
However, in Patch 2.2 this formula became available from the Thrallmar and Honor Hold Quartermasters, using level 70 reagents. It requires exalted reputation.
Notes
Useful for all non-tanking classes but especially noteworthy for shamans, moonkin druids, mages, shadow priests and warlocks (pre-Soulshatter) as they often have trouble with hitting the 'aggro ceiling' (inability to do more damage without pulling aggro from the tank) and lack any aggro reducing abilities. This allows them to effectively do a full 2% more DPS, more than any other cloak enchant.
