Notes
Before patch 2.1 the formula dropped from Razaani Spell-Thief (level 67-68 mobs), found in Blade's Edge Mountains (around 66,44 area)
From the 2.1 PTR patch notes: "Enchant Weapon- "Major Spellpower" enchant has been stolen from the Razaani spell thieves by the Bash'ir spell thieves. The Bash'ir are more likely to have the recipe than the Razaani previously did, however." [1]
The formula binds when picked up.
