Elementium Bar as a Quest Objective

The Smelt Elementium ability is learned from 
[Goblin's Guide to Elementium], which drops from Master Elemental Shaper Krixix in Blackwing Lair. He is located by the three Wyrmguards right before you fight Ebonroc and Flamegor.
Smelt Elementium is hard wired into any character that learns it. This means that once the ability is learned it is available to that player even if the mining profession is dropped and picked up again at a later date. Although, the skill will still require 300 mining to use.
Smelt Elementium cannot be learned by speaking to Earthcaller Franzahl, but if you have one of the 
[Bindings of the Windseeker], he will give you information on the ore and tell you where to find Master Elemental Shaper Krixix.
Past notes
Previous to Patch 3.0.8, the Smelt Elementium ability was learned by Mind Controlling Master Elemental Shaper Krixix in Blackwing Lair then having the controlling priest use the "Smelt Elementium" ability on his action bar on all miners (or non miners) in the raid who wished to learn it.

Patch 3.0.8 (2009-01-20): This ability is now taught by [Goblin's Guide to Elementium].
