The components are:

• 8 Arcanite Bars
• 24 Enchanted Thorium Bars
• 4 Essences of Earth
• 4 Essences of Water
• 2 Huge Emeralds
• 2 Azerothian Diamonds

The plans are a reward when you turn in [Enchanted Thorium Platemail] to Lorekeeper Lydros in Dire Maul.
