Enigma Vestments can be acquired through quests given by Andorgos, Kandrostrasz and Vethsera, who can all be found inside the Temple of Ahn'Qiraj.
The quests require a given reputation with the Brood of Nozdormu, idols and scarabs (which drop from trash mobs in the Temple of Ahn'Qiraj) and a token from a boss in the Temple of Ahn'Qiraj.

Enigma Leggings are a quest reward from the quest Enigma Leggings which starts with Kandrostrasz in the Temple of Ahn'Qiraj in Silithus. To complete the quest, you must turn the following items to Kandrostrasz:
You must also have Friendly reputation with the Brood of Nozdormu.
Notes
Ouro's Intact Hide drops off Ouro, the idols drop off creatures in the Temple of Ahn'Qiraj, and the scarabs drop off creatures in both the Temple and Ruins of Ahn'Qiraj. Scarabs can also be obtained from chests.
