The Essence of the Exile is created as part of the Cyclonian quest in "The Islander" quest chain for Warriors.
To create the essence of the exile, you collect Charms from level 38-ish Elemental Exiles in Arathi Highlands. You need 8 each of Burning Charms, Thundering Charms, and Cresting Charms. Burning Charms come from the Burning Exiles at the Circle of West Binding between Northfold Manor and the ruined main-gate in Thoradin's Wall. Thundering Charms come from the Thundering Exiles at the Circle of Outer Binding just East of Refuge Pointe. Cresting Charms come from Cresting Exiles at the Circle of East Binding, just northeast of Dabyrie's Farmstead, west of hammerfall.
Once 8 of each Charm has been collected, use the cauldron near Bath'rah the Windwatcher to create the Essence of the Exile.
