This item is a quest reward from 
[5] The Red Messenger.
This staff is one of the best starting staffs in the game. Aquired around level 5 by Undead Mages (and if you got some time, learn Staves for Priest or Warlock), its beautiful to look at, with its large dark-red crystal on top, it also does 6-9 melee damage, which also isn't half bad.
