Complete the [70 Daily] Bomb Them Again! quest while mounted on a flying reindeer during the Feast of Winter Veil.
Fa-la-la-la-Ogri'la is related to the seasonal world event, the Feast of Winter Veil. Completing this achievement is a criterion for the meta achievement [Merrymaker].
[Fresh Holly] is acquired from a short list (Holly, Snowflakes, Mistletoe) when using a /kiss emote on a Winter Reveler (not just any reveler), found in Eastern Kingdoms, Kalimdor, and Outland inns. You recieve a 1 hour debuff when acquiring any of the items. In Dalaran, the revelers are in the faction-specific inns. You can also get [Preserved Holly] from Winter Veil quests.
Fortunately you don't have to do the entire chain. You can avoid the level 70 five-man elite mob fights and jump to step 8. Simply fly to Ogri'la to accept The Crystals from Chu'a'lor. Grind five Apexis Shards and hand them in. Then accept An Apexis Relic, which requires at least one extra shard. Go to the nearest Apexis Relic and play the game with at least six correct steps. Hand in the quest.
Ignore the quest Chu'a'lor offers you, and go directly to Torkus, who is nearby. Accept Our Boy Wants To Be A Skyguard Ranger. You need another 10 shards for this. The quickest way is to take The Relic's Emanation and invest 1 (or more) shards in playing the game with eight correct steps. This will give you 15 Apexis Shards as a reward. Alternatively, you can grind for the shards. Once you have the ten shards, go to either forge and exchange them for an Unstable Flask of the Beast. Go back to Torkus and hand it in.
And that's all there is to it. Just remember to transform your flying mount into a Reindeer before you do [70 Daily] Bomb Them Again!, otherwise you will have to wait another day to try again.
While running this chain at a high character level it is often useful to switch on the tracking of Low Level Quests, so you can quickly find the quest givers on your minimap and see the exclamation marks over their heads.
