He is the owner of the Things That Go Boom! shop.

He may be related to Wizbang Booms, a Holiday Fireworks Vendor vendor located on the plateau just outside of the Ironforge gate during the Midsummer Fire Festival seasonal event or Peon Day seasonal events (see his article for details.)
