Flaskataur originally could be found in various incarnations at Black Temple, Hyjal Summit, Temple of the Jade Serpent, and Stormwind City (and presumably Orgrimmar).

He was used on the PTR for patch 2.1, handing out lots of cool flasks to help people test the new raid content with the appropriate levels of gear. He also gave out lots of epic gear to every character.
He sold the following, Flaskataur exclusive, goods and other stuff like Potions and Ammo:

A female Flaskataur has also been spotted.
