Flik is a sprinting frog vendor located in the Darkmoon Faire camp, which is only available during the monthly Darkmoon Faire event. He may be hard to catch as he is quite small and runs around inside and outside the faire.

Hint: the frog will stop running away if you talk to it. And if the frog stops, Flik will stop, too. Then you can buy from him.
