The Forge of Souls (52.5, 89.4) is the first wing of the Frozen Halls instances in Icecrown Citadel, released in patch 3.3. The Forge is a massive production facility that builds Soul Grinders, the latest foul construct in the Lich King's arsenal.
Serving as the first wing in this expansive dungeon, the Forge of Souls will quickly put players to the test of carving through the Scourge stronghold into deeper, more treacherous locations. Jaina will command Alliance forces, and Sylvanas will direct Horde forces. The goal is to ruin the twisted engines known as soul grinders found in this portion of the citadel, and then players can advance -- that is, if the Horde and Alliance forces can overcome the foes who confront them.
The events of the dungeon play out in the following quests:
Bone giant. Always in groups of two. Casts Shroud of Runes: eight-second/four-charge spell reflect. Also Unholy Rage: increases damage/attack speed by 10% for 10 seconds.
Floating skull. Invisible. Aggro radius of 15-20 yards. Once aggroed, it will close to melee then cast Spite (a PBAoE) once for 4500-5500 Shadow damage if it is not killed first. Then despawns.
Cultist. Part of the four/five-pulls. Casts Shadow Bolt: 2500-3400 damage. Also Shadow Mend: 2.5 sec cast 9k-11k heal and Drain Life: 6000 health over 4 sec
Skeletal mage. Part of the four/five-pulls. Casts Bone Volley: 3770-4230 damage to enemies within 30 yards. Also Shield of Bones: Absorbs 5k damage, if 5k absorbed, deals 5k damage to enemies within 15 yards.
Bone Volley hits for 6958-7042. Shield of Bones absorbs 10k.
Cultist. Part of the three/five-pulls. Casts Shadow Bolt: 2500-3400 damage. Also Soul Sickness: 60% slow for 8 sec. and 5 second stun if not removed before it wears off
Wraith. Solo pull. Three between Bronjahm and the reliquary. Veil of Shadow: 75% incoming heals reduction curse. Also: Wail of Souls: 4250-5750 Shadow to all inside 40 yards.

Inspiration
The name for this instance might be inspired by the Forge of Souls of the Warhammer 40.000 universe: a workshop which crafts the unholy weapons of Daemons. Among its creations are the Soul Grinders, terrible machines fused with daemons.
The Spell Reflect ability has been altered on several creatures. It now has a cast time, only has 2 charges, and has a 75% chance of reflecting spells.
