Fras Siabi is a level 61 undead elite in Stratholme.
Makes a reference to Cigarettes, and uses Smoke Bombs to blind players. He owned a smoke shop in Stratholme and refused to abandon it when the Scourge invaded. He fought to make sure the Scourge would never touch his famous tobacco, but he became one of them in the process of his defense.
In Wrath of the Lich King Siabi can be found in Stratholme Past, alive and well in an inn on the outskirts of Stratholme. The same inn two other Stratholme mini-bosses can be found in: Hearthsinger Forresten and Postmaster Malown.
He is named after Alex Afrasiabi, quest designer for World of Warcraft.

Strategy
Before battling Fras Siabi, make sure you clear out any mob that is within sight range, as they will all aggro when you fight him (or fiddle with his tobacco box).
Note that if the party wipes, it will lose its chance to obtain the tobacco, since Fras will despawn when not enganged for long, and the tobacco box will not reappear.
