Frost Witch's Regalia is the lower Shaman tier 10 Elemental set.

Note that items from the Sanctified and heroic versions also satisfy the set bonus requirement.

Source

The parts of this set are Item Level 251, and are purchased solely with Justice Points. The legs and hands also drop from Toravon the Ice Watcher in 10-man Vault of Archavon.

The Item Level 264 versions are upgraded from these initial ones, with a Protector's Mark of Sanctification.

The Item Level 277 versions are upgraded from the 264 versions, with a Protector's Mark of Sanctification (heroic).

All three versions count towards satisfying the set bonus requirements.

Patch changes

Patch 3.3.3 (2010-03-23): Tier-10 Elemental Shaman 4-Piece Set Bonus: This bonus has been slightly adjusted to account for the fact that haste now modifies Flame Shock's periodic damage ticks. The bonus now makes the shaman's Lava Burst cause Flame Shock to tick at least two additional times before expiring.
Patch 3.3.2 (2010-01-02): Tier-10 Elemental Shaman 4-Piece Set Bonus: Redesigned. Successful Lava Burst casts now increase the duration of Flame Shock on the target by 6 seconds.
Patch 3.3.0 (08-Dec-2009): Added.

Inspiration

The Frost Witch tier is most likely inspired by the artic forests of Howling Fjord and the Shoveltusk which roam its chilled plains.
