This item is dropped by the trolls near the Ruins of Drak'Zin. It is not a quest item, so it can be traded, and is found even when the relevant quest is not active.

You must have 5 Frozen Mojo in order to use Drakuru's Elixir at the ruins of Drak'Zin for the quest  [74] Subject to Interpretation.
