Gaeriyan was a level 60 quest giver located just north of Gadgetzan in the contested territory of Tanaris.

Gaeriyan is only visible if you are in ghost form and on the prerequisite quest which was removed, so he is likely not visible to anyone anymore. The [Videre Elixir] was a convenient means of attaining ghost form for this purpose.
