Gale Winds is a talent in the Balance tree. A total of 40 Balance talent points are needed to access it, and 42 points to max it.
This talent is sometimes taken by raiding Balance druids, as it can significantly improve the damage output of Hurricane, making it a very potent aoe ideal for damaging multiple enemies around the tank. Typhoon is a poor choice for spell use in an instance, however.
