Garvin the Goblin is a goblin engineer working in Area 52. Although not present in-game, he manufactured the Seaforium PU-36 Explosive Nether Modulator, used to fight the Burning Legion by destroying gateways.

He and his invention may be named after Marvin the Martian from Loony Toons and his invention: the "Uranium Pew-36 Explosive Space Modulator".[1]
