At higher character levels, a Death Knight's health pool is typically large enough that Blood Tap's damage might be negligible in some situations. It's worth about 40 health points per second if Blood Tap is kept on cooldown and safes around 490 health points each time you use Blood Tap, which translates to 49 stamina.
