A slightly terrifying pair of Goblin designed boots designed to aid in a quick getaway. They are made the Engineering skill, via the Goblin Engineering specialisation:

Unlike many Engineering items, the boots themselves do not require Engineering skill to use. Or indeed, any skill - pot luck being very much the main factor in play. The boots do indeed explode, and on average, after only two or three goes. The explosion does no actual damage, but does knock you down, and leaves you with ruined boots, although some components can be recovered from the wreckage.
While working, the boots add +70% to your run speed, which stacks with Swiftness Potions and the Rogue 
[Sprint] ability.
In general, a cost prohibitive way to escape from trouble, and the 
[Gnomish Rocket Boots] are generally considered a better choice as despite being slightly slower and requiring Engineering skill to wear, they don't get destroyed when they malfunction.
These boots also hold the unique distinction of having no requirements to wear, neither profession nor level. This said, a Level 1 character could put these on for a nice, early armor boost...with the added effect of speedy getaway if needed.
However, there are theories that the Goblin boot explosion can be avoided if the speed effect is cancelled before the 20 second span is reached in full. ( http://www.thottbot.com/?i=14648 )
