Marks of the dawn were only available during the Scourge Invasion which took place during the release of Patch 1.11. This coincided with the opening of Naxxramas
They are also currently available with the Scourge Invasion that corresponds with the Wrath of the Lich King expansion, and technical "re-opening" of Naxxramas.
