The Green Winter Hat was a novelty hat, but was changed to Cloth armor as of Patch 2.3.

Green Winter Hat

During the Feast of Winter Veil, the Green Winter Hat is a very rare (<0.5%) world drop for humanoid mobs.

For boss drops, it should be 100% for Heroic mode and around 5-10% for Normal mode.[citation needed]

As of Cataclysm-Logo-Small, the hat no longer drops from old vanilla dungeon bosses or Outland dungeon bosses:

Northrend drops
Cataclysm drops

Note: You will know if the boss will drop the hat only if the hat is shown on the boss' head.

In Mists of Pandaria Edit

Mists-Logo-Small This section concerns content exclusive to Mists of Pandaria.

Drop rate appears to be quite low (<1%):

Prior to Cataclysm Edit

At the same time, the hat is also a Boss drop for specific mobs based on which expansions the player owns.

In 2007 the hat dropped from all six Azeroth and Outland bosses regardless of expansions owned.
