This item is a quest reward from the quest 
[70g5] The Cipher of Damnation. The objective of this quest is to use [The Cipher of Damnation] at the Altar of Damnation to summon Cyrukh the Firelord, and then destroy him. Speak to Earthmender Torlok, also found at the Altar of Damnation, when you are finished.
