Guard Didier <Brotherhood of the Light> is a level 60 elite quest giver dwarf found in the Eastern Plaguelands.
He starts the quest 
[60] Writ of Safe Passage.
His name is probably a reference to Samwise Didier, one of Blizzard's most talented artists.
When you speak to him after the mules with him have been slain, he will say "Terrible thing, what happened to them mules. Metz is gonna have my hide for this failure." Probably referencing Samwise's connections to Chris Metzen, Vice President of creative development at Blizzard.
