Halgrind is under Forsaken control.
Halgrind is a subzone of the Howling Fjord. Halgrind was originally a vrykul community, but it is implied that the Forsaken forced the vrykul out and took over the area.[1]
It is located just southwest of Utgarde Keep. [50, 52]
