Halis Dawnstrider is a level 15 general goods vendor located outside of the inn at Fairbreeze Village in the blood elf starting zone of Eversong Woods. He is the only source for [Bundle of Fireworks], needed for 
[9] The Party Never Ends.
Occasionally this NPC will try to get Magistrix Landra Dawnstrider's attention, and will sigh when unable to. It is unknown whether the two are blood relatives or married.
