Halpa is a level 30 prairie dog vendor located on the High Rise in the tauren city of Thunder Bluff[62.0, 58.4]. He is between the bridge to Hunter Rise and Cairne Bloodhoof's building, in a small hut which faces out, away from the rest of the city.
