Theorycraft
In contrast to the ingame help Heart Strike is presumed not to do a real 60% weapon damage with some additional damage. According to some small ranged tests Heart Strike does some kind of a normalized weapon damage, treating all two-handed weapons as if they had an attack speed of 3.2.
The formula for calculating a Heart Strike's non critical damage to a target with no armor will look like:
[damage done to target] = ((([weapon-DPS] + [DPS gained by AP]) * 3.2 * 50%)) + [X dmg based on rank (at lvl 80 it's 368)]) + [10% per number of diseases on target]
The factor '3.2' is the speed normalization factor, which leads to a weapon's speed independent heart strike damage. The in-game help supposes, that the real weapon speed should be calculated here instead of this speed normalization factor.
