This bandage is made by players with a First Aid skill of at least 290.

Notes
Even though a skill level of 290 is required to create it, 225 is enough to use it. This is a notable item for a lvl 19 twink because 225 first aid can be obtained at lvl 10 if you have a higher level obtain the books and materials for you. Therefore, a 19 twink can use these in between battles to heal themselves for nearly all of their health.
