Herald of Thrall is an orc NPC who spawns at The Crossroads in The Barrens [51.8, 30.4] to let players know, and also allow them to attain the buff if they are in The Crossroads, Camp Taurajo, or Razor Hill in Durotar.

It isn't given to players above level 60.
