Heroic Presence is active at all times in any party that contains a Draenei. Both physical and spellcasting attackers benefit from this invisible buff.
Notes
According to a post[1] by Dingo of Mannoroth, two Draenei in the same party will stack 2% to hit on each other, but the other races in the party benefit only once (1%). In addition, only the physical +hit is named Heroic Presence; the spellcasting component of the buff is named Inspiring Presence.
Tips and tactics
The value of this ability is a subject for end-game raid organization. It can only affect a maximum of 5 people at a time, and must be weighed against other group benefits. Players that are hit-capped obviously won't need it.
