High Commander Kamses is a quest giver found at the Ramkahen Legion Outpost^{[58.9, 46.3]}

in Uldum. He is in charge of training the troops for the coming war with the Neferset and their allies. He is attempting to recruit as many of his kinsmen as possible, knowing how overwhelming the enemy forces are, and is even willing to give such physically inept citizens as Salhet chances to prove themselves. He is also featured in the cutscene that plays after Dark Pharaoh Tekahn is killed in the quest The Fall of Neferset City.
