The character is given the Horn of the Peaks by Thorim for the quests The Earthen Oath and Loken's Lackeys, at the Terrace of the Makers.
The character summons several Oathbound Warders with the horn. These warders act in the fashion of controllable pets. For more details, see The Earthen Oath.
