Hylan is a Bishop within the Church of the Holy Light and is a leader of one of three power bases within the council. Nothing is known about his history so far.

Politics

Despite being one of the oldest remaining bishops, Hylan is still extremely active, and forceful enough to cow many younger men by sheer volume. A strong proponent of the old Church ways, Hylan disapproves of fraternizing with nonhumans and even with nonbelievers. He feels the Church would be better off concentrating on its own people and letting the rest of the world suffer, and says this at every opportunity. Despite his narrow-mindedness Hylan is genuinely devout, and can be surprisingly sympathetic when dealin with the Church's followers. Those who have seen him in action cannot deny that Hylan has a strong connection to the Light. APG 153, 154

Controversy

Peculiar is that Hylan has such a strong connection to the Light even though he shows behaviour contradictionary to the Three Virtues, or more specifically, the Virtues of Respect and Compassion. These virtues are all about learning and understanding that you are connected with other beings and the universe and that one should not destroy and even increase someone happiness when needed. If indeed he intends to let the rest of the world suffer while protecting the Church's own people, he's going against the philosophy that the Church of the Holy Light represents. While the Scarlet Crusade are also far from the good guys, they believe that they're doing it for the good of the people, preventing that those who are infected suffer (and become dangerous enemies) by killing them and protecting those who remain from the undead.
