This item drops from Enraged Panther, found in a cage in north-western Thousand Needles. The item will only drop if you have the quest  [30G] Hypercapacitor Gizmo, and you will need the [Panther Cage Key] provided from that quest to open the cage, allowing you to kill the panther. This quest can be obtained from Wizlo Bearingshiner in Whitereach Post in north-western Thousand Needles.
