The Icemaw Bear Flank is gained during the quest 
[80] Jormuttar is Soo Fat... by using the Everfrost Razor on a Dead Icemaw Bear in the Hibernal Cavern. The flank is then taken to an area of disturbed cave-bottom at the rear of the cave and placed among the shards and rocks. Jormuttar appears, and (presumably) the character slays it.
