This item is a reward from the quest News of Victory obtained at Invasion Point: Cataclysm in Shadowmoon Valley from either 
Plexi or 
Nakansi.
Notes
The spell damage bonus provided by this item is not subject to Wrath's ordinary cast time penalty; it always contributes at least +25 damage to every cast of wrath.
Wrath of Cenarius bonus to wrath damage applies to this item's effect; so a 5/5 Wrath of Cenarius-specced druid would gain +27.5 damage to every cast of wrath by having this item equipped.
