in the Shimmering Expanse, walking the section that slopes towards the center.

During the Naz'jar Battlemaiden quest chain that begins with Visions of the Past: The Slaughter of Biel'aran Ridge, these naga appear as friendly on Nar'shola Terrace, standing with Overseer Idra'kess.
