Improved Cone of Cold is a magetalent that can dramatically increase the amount of damage dealt by [Cone of Cold]. It is very desirable for frost mages looking to improve their AoE capacities, or for mages looking to get a little more bang for their buck with the fairly mana-intensive Cone of Cold.
This talent adds the bonus percentage to the bonus percentage got from other talents, not mutiple.

Taking this talent turns [Cone of Cold] from a short range AoE slowing spell to a viable source of damage. It is very handy as a compliment to [Improved Blizzard]. It is certainly a talent worth considering if you're that deep in frost. The damage boost is especially needed when using Cone of Cold for Frost AoE Grinding.
