Overall, the talent increases the effective DPS of Fire Blast by allowing the mage to cast it more often. It is viewed as a PvP oriented talent since the DPM of Fire Blast is too poor to be used heavily in most PvE encounters. Nearly every mage uses Fire Blast regardless of spec, and as a tier 1 talent, it is easy to pick up 2 points.
