Improved Icy Talons is a talent in the Frost tree, you will need to spend 16 points in Frost to max it.

Patch changes

• / Patch 4.0.1 (12-Oct-2010): This effect grants 10% haste to party and raid members, down from 20%. The self haste buff remains unchanged. 
  
• Patch 3.3.3 (2010-03-23): This effect is now passive instead of being a proc. The self haste buff remains unchanged. 
  
• Patch 3.1.0 (14-Apr-2009): Now has a new icon.
