Innkeeper Francis is one of two innkeepers for the Alliance at Highbank^{[78.8, 76.9]}

in the Twilight Highlands, the other being Innkeeper Teresa. They are both unlocked after players complete Aiming High. Francis is located on the left side of the keep as you enter, past the stairs and on the bottom floor.
