Talonpriest Ishaal is one of the Time-Lost Arakkoa. You must be under the influence of the Elixir of Shadows in order to interact with him. Anyone may interact with his dead body, however.
(That is, you can help someone who has used the potion, get credit for the kill and everything, without you yourself having the buff.)
