This item is a reward from the quest  [68] You're Hired! which starts with Rocket-Chief Fuselage at Area 52 in the Netherstorm. To complete the quest, you must turn the following items into Rocket-Chief Fuselage:

• 10 Etherlithium Matrix Crystals

When TBC came out, these were considered some of the best tanking bracers in the game, because due to the programming error they gave 42 stamina instead of 24. This error has been fixed as of 2.0.10 patch.

The rank "Junior Technician Third Grade" is a reference to the classic British Sci-fi comedy Red Dwarf, a rank shared with the show's main character, Dave Lister.
