Valiance Keep[1] is the major Alliance settlement in the Borean Tundra, similar to Warsong Hold. It will have a big steamship in the center of the town[2] and will be reached from Stormwind.[3] It may be spelled Valliance[4][5]
In an IGN BlizzCon preview, a normal boat is seen docking with this port, though a paddlewheel-driven steamship is shown later at another port.[6] A steamship will also dock at Valgarde.[7][8] Computer and video games.com mentioned you would indeed ride the 'massive' steamship into the town.[9]
Faction
It was said that the other choice for Alliance players other than Howling Fjord was a "massive stronghold (complete with a brand new faction leader) and a giant steamship".[10] This town is the other entry port, and it has a steamship, so the new faction leader should be here. They are preparing an expeditionary force to reach Icecrown to defeat Arthas.[11]
Trivia
This town was originally called 'Justice Keep', [12] but Blizzard reconsidered and gave it its current name.[13]
